Dear Larry Bankester,
Unfortunately, we don't have an AppleCare Protection Plan and can't test the TechTool Deluxe file, but I tried to download the TechTool Deluxe 3.1.3 Updater from which worked fine.

What error appears on the Segments tab panel when you start and select the broken download? The Apple site may require cookie, so you should only use the "Download with iGetter" contextual menu command or click on the download link/button and wait for iGetter to intercept the download. All other methods for adding a download URL to iGetter may not work.

Also, you may try to download the file with 1 segment. To do so use one the following methods:
1. You may open the "Item Settings" dialog of the download and set the segments value to 1. Then use the "Restart Download" Edit menu command.

2. Alternatively, add these two sites "" and "" with a limit of 1 connections to iGetter preferences, Site manager. Then delete the current broken download from the queue and add the same download to iGetter from the Apple's site.

If the problem persists, you can turn off the iGetter "Integrate with Internet browsers" Tools menu function and try to download the file with Safari.
